OUR HISTORY & TRANSFORMATION
The Local Authorities Superannuation Fund (LASF) was established in 1954 under Government Notice No. 314, initially created to provide pension cover for expatriate officers serving within local authorities.
The Fund’s foundational shift came with the Local Authorities Superannuation Fund Act Cap 476 in May 1963. This legislation fundamentally transformed LASF by extending membership to all permanent officers and employees of local authorities, explicitly opening the door to Zambian nationals who were previously excluded.
Over time, LASF’s mandate evolved to include what are known as Associated Authorities that provided services previously delivered by Local Authorities but had since become autonomous or commercialized entities. These include:
- ZESCO Limited
- National Housing Authority
- Lusaka Water and Sewerage Company
- Eastern Water and Sewerage Company
The inclusion of these institutions was a natural extension of the Fund’s purpose to provide secure retirement benefits to employees of bodies that, were no longer directly under local government administration but continued to serve essential public functions.
The landscape shifted dramatically with the enactment of the National Pension Scheme Act of 1996, and subsequent operationalisation of the National Pension Scheme Authority (NAPSA). NAPSA on 1st February 2000.
Following Cabinet approval in January 2025, Parliament passed the Local Authorities Superannuation Act No. 74 of 2026, which repealed and replaced the Cap. 284 framework. The Act was signed into law by President Hakainde Hichilema on 4th June 2026.
Today, LASF stands at the intersection of a proud history and a renewed mandate. While we honour the legacy of Cap. 284 and the journey from expatriate only coverage to serving Zambian nationals and associated institutions, we now look forward with clarity and purpose under Act No. 74 of 2026, committed to delivering secure, dignified retirement outcomes for those who serve our local communities and associated authorities whose coverage has now been widened.
