The Local Authorities Superannuation Fund (LASF) is a statutory pension scheme established under Cap 284 with the mandate to collect and invest contributions and administer the scheme for the local authorities in Zambia.
The Board of LASF seeks to recruit a suitably qualified, experienced and dynamic Zambian as Managing Director of the Fund on a three (3) year renewable performance based contract. The position of Managing Director reports directly to the Board.
The successful candidate will be responsible for overall management of the Local Authorities Superannuation Fund (LASF) through provision of strategic direction, coordination, monitoring, interpreting and implementation of the organisation policies, governance issues and programmes in order to effectively meet the Fund’s statutory functions as provided under the Act.
DUTIES AND RESPONSIBILITIES
Under the supervision of the Board, the following shall be the key job responsibilities;
o Directing the development and implementation of effective strategic plans, policies and operating guidelines to ensure LASF conducts its business in line with its mission. o Directing the establishment and implementation of effective financial and risk management systems and procedures for LASF. o Reviewing the Fund’s strategic performance against set performance objectives and advising the Board of any performance impediment and merits. o Ensuring timely preparation of strategic work plans and budget for timely submission to the Board for approval and ensure that expenses remain within approved limits. o Coordinates and monitors LASF plans and programmes in order to maintain their sustainable management and development o Identify and recommend to the Board sound investment proposals within the investment guidelines and parameters of sound business practices in order to grow the investment portfolio and achieve financial health of the Fund o Undertake stakeholder engagement for the benefit of the Fund o Providing effective leadership for building a productive and harmonious work environment o Ensuring prudent utilization of Fund resources
To be considered for this position, the candidate must meet the following minimum requirements
QUALIFICATION AND EXPERIENCE
General Education o Minimum Five (5) ‘O’ Levels or equivalent with credit in English and Mathematics
Professional/Academic Qualification Bachelor’s Degree in Business Administration, Finance, Accountancy, Economics, BSc in Pensions Management or professional qualification such as ACCA, CIMA or any other equivalent qualifications Masters in Business Administration, Pensions Management, Economics, Actuarial Science or any other related field
Experience Minimum of ten (10) years relevant experience at executive management level Good knowledge and understanding of the pension industry
CORE COMPETENCIES Ability to drive organisational performance and to exercise sound judgement Ability to engage with the Governing Board and other stakeholders to drive the governance agenda, Must show initiative in identifying opportunities for the Fund to improve strategic performance. Highly developed interpersonal skills, negotiation skills with the ability to engage external and internal stakeholders Excellent analytical and planning skills and optimizing the same for the accomplishment of tasks.
